As you already know, the Republic of Montenegro declared its independence  on
3 June [425DXN  788] When Montenegro  becomes a UN  member or  is assigned  a
prefix block by the ITU, then it will be added to the DXCC list.
The very  first amateur  radio activity  from this  new DXCC  Entity will  be
conducted by an  International DXpedition  Team, and  it is  planned to  take
place soon after  the approval of  Montenegro's DXCC  status. The  DXpedition
Organizing Committee includes  Bob Grimmick (N6OX),  Hans Blondeel  Timmerman
(PB2T), Martti Laine (OH2BH), Dave Sumner (K1ZZ), Linda Sumner (KA1ZD), Ranko
Boca (YT6A),  Vladan  Kecman  (YT3T), Wayne  Mill  (N7NG)  and  Carsten  Esch
(DL6LAU).

                  >>> ARRL NEWS RELEASE: DXCC RULE CHANGE <<<

Upon request  of the  Programs and  Services Committee  (PSC), the  DXAC  has
studied the  impact of  a change  to the  DXCC Rules.  The DXAC,  the  Awards
Committee and the PSC have concurred  in this rule change, which will  become
effective June 15, 2006 at  0001Z. New text  replaces the previously  removed
DXCC Rule, Section  II, 1.  Political Entities,  Paragraph c).  The new  text
shall read:
    c)  The Entity contains a permanent population, is administered by a local
        government, and is located at least 800 km from its parent. To satisfy
        the "permanent population"  and "administered by  a local  government"
        criteria of this sub-section, an Entity  must be listed on either  (a)
        the U.S.  Department of  State's list  of "Dependencies  and Areas  of
        Special Sovereignty" as having a local "Administrative Center," or (b)
        the United Nations list of "Non-Self-Governing Territories."
Rule 1c) is  intended to recognize  entities that  are sufficiently  separate
from their parent for DXCC purposes but do not qualify under Rule 1a) or 1b).
The new rule will cause a change to Point 1 status for certain entities. This
in turn will  reduce the mileage  for a first  separation for these  entities
from 800 km to 350 km.
The lists referenced in the text of the  rule can be viewed at the  following

*  the DOS list of Dependencies and Areas of Special Sovereignty at
   http://www.state.gov/s/inr/rls/10543.htm, and
*  the U.N. list of Non-Self-Governing Territories at
   http://www.un.org/depts/dpi/decolonization/trust3.htm.
QSOs with  any new  entity resulting  from this  rule change  will count  for
credit for the new entity only  if the QSOs  are made on  or after the  Start
Date for the  entity. In no  case will QSOs  made prior to  the date of  this
notice be considered for credit for  any new entity created under this  rule.
Applications for  DXCC  award credits  resulting  from this  change  will  be
accepted on or after October 1, 2006.

8Q       - 8Q7GE  is  the  callsign  issued  to   Vangelis,  SV2BFN  for   his
           forthcoming activity from the Maldives [425DXN  787]. Look for  him

9A       - Special event station 9A06P will be  active on all bands and  modes
           through the end of the  year to celebrate  the city of  Djurdjevac.
           All QSOs  will  be confirmed  automatically  via the  bureau.  [TNX

9A       - Once again Zik,  VE3ZIK (http://www.qslnet.de/ve3zik) will  operate
           CW and SSB on all bands  as 9A/VE3ZIK from Bilice, Croatia from  20
           June to 10 July, IARU HF World Championship included. He will  also
           try to be active from Kaprije Island (EU-170) at least for one day.

DU       - Chris, VK3FY  and  Nik,  VK3FNIK  (11-year-old  Foundation  Licence
           holder) will operate SSB and CW  as VK3FY/DU8 from the  Philippines
           between 20 June and 5 July.  They plan to go  and operate from  the
           following  islands:  Bayangan  (OC-235),  Mindanao  (OC-130),  Cebu
           (OC-129), Negros (OC-129) and Luzon (OC-042).  QSL via VK3FW.  [TNX

EA8      - Steve, G0UIH will  operate mainly  20, 15  and 17  metres SSB  from
           Fuerteventura (DIE S-006), Canary Islands (AF-004) from 17 June  to

EA8      - The Grupo DX Gran Canaria  will participate in  the XI DIE  Contest
           (18 June) as ED8DIE from Baja del Palo (DIE S-357). QSL via EA8AKN,

F        - Bernard/F9IE, Serge/F6AML, Pascal/F5JSD, John/F5VHQ and Frank/F4AJQ
           will participate  in  the IOTA  Contest  as TM7C  from  Noirmoutier
           Island (EU-064). QSL  via F4AJQ.  Expect also  activity before  and
           after the contest, on  the WARC bands  as well as  6 and 2  metres.

GI       - Members  of  the  Glengormley  Electronics  Amateur  Radio  Society
           (GEARS) will be running special event station GB90SOM on 1 July and
           at other times  thereafter to commemorate  the 90th anniversary  of
           the Battle of the  Somme in World  War I, where  3000 men from  the
           36th (Ulster) Division of Northern Ireland lost their lives in  one
           day (1 July 1916). They will be active  on HF and 6 metres will  be
           looking especially  for ON  stations from  the Somme  and  Theipval

GJ       - K2WR will operate as MJ0AWR from Jersey (EU-013) from 26 July to  1
           August, and will participate in the  IOTA Contest as GJ2A. QSL  via
           K2WR (USA stations) or GJ3DVC (others). [TNX NG3K]
GM       - Andre, GM3VLB and Alex, GM0DHZ  will be operating  CW and SSB  from
           Sanda Island (EU-123) on 15-18 June. [TNX GM3VLB]
GM       - The GM7V contest team (operators GM3WOJ, GM4YXI, GM0RLZ and MM0CCC)
           will be active  from the Island  of Benbecula  (EU-010) during  the
           IOTA Contest (29-30 July). QSL via M0CMK. [TNX GM3WOJ]
GM       - Several  operators  from  the  Mid  Lanark  Amateur  Radio  Society
           (http://www.mlars.org.uk) will participate in  the IOTA Contest  as
           GM0B from the Isle of Bute  (EU-123). Look for them on all  contest

GM       - Peter, GM3OFT will be  active as GM3OFT/P  from the Orkney  Islands
           (EU-009) in  late August.  He  plans to  go  and operate  from  the
           followings islands:  Westray (26-27  August), Papa  Westray  (27-28
           August), Fara (29 August), Eday  (30 August) and  Calf of Eday  (31

HR       - Javier/HR2J,    Daniel/HR2DMR,    Antonio/HR2AHC,     Pedro/HR2PAC,
           Henry/HR2H, Carlos/HR2CG and Lane/KC4CD will be active as HQ3C from
           Chachahuate, Cayos Cochinos  (NA-160) on 23-25  June. They plan  to
           operate on 10-160 metres SSB, CW  and RTTY. QSL via HR2RCH,  direct

HS       - Tony, G4UZN will  be in  Thailand for  three weeks  starting on  23
           June. WARC bands should be available  by then, and Tony expects  to
           be on the air as HS0ZGH (CW only) as time permits. [TNX G4UZN]
I        - Walter, IN3XUG reports  he will be  active on the  HF bands SSB  as
           IA5/IN3XUG  from Capraia Island (EU-028, IIA LI-020) on 17-24 June.

IS0      - Piero, I1ASU will operate holiday style as IM0/I1ASU from Maddelena
           Island (EU-041,  IIA OT-008)  until 29  June. On  17 June,  weather
           permitting, he might go and operate from Santo Stefano (EU-041, IIA
           OT-020) and a  couple of other  nearby islets. [TNX  Info Radio  by

IS0      - Look for Giovanni, IS0/IW2NEF to operate from Sardinia (EU-024)  on
           17-29 June. He plans to concentrate on 6 metres, including  entries
           in the IARU Region 1 50 MHz Contest (17-18 June) and Contest Veneto

IS0      - Freddy, IZ1EPM reports he will operate again as II0P from  Sardinia
           (EU-024, JN41OF) between July and September. His main focus will be
           on 6 metres, but he will operate on HF as well, mainly CW. He  also
           plans to operate /mm from JN51AX in August.
JA       - Look for the  JARL QRP  Club to  operate on  all bands  CW only  as
           8J6P/6 from  the  Goto  Islands (AS-040)  on  17-18  June  for  the
           International QRP Day  (17 June). QSL  via bureau  to JP6VCH.  [TNX

JD1_oga  - Special call  8J1P/JD1 will  be aired  from Ogasawara  (AS-031)  on
           15-18 June to celebrate the 50th  anniversay of the JARL QRP  CLUB.

JW       - Maria  Teresa,  IN3TCH  and  Mauro,  IN3SAU  will  operate  SSB  as
           JW/IN3TCH and  JW/IN3SAU  from club  station  JW5E  at  Longyarbyen
           (EU-026), Svalbard on 12-14 August. QSL  via home calls, direct  or

KC4_ant  - Robert Reynolds (N0QFQ), Satellite Communications Technician at the
           Amundsen-Scott South Pole Station, (AN-016; K-08 for the Antarctica
           Award) will be leading  a major 2006 Field Day activity for KC4AAA.
           Operations  will take place from  18 UTC on  24 June through 21 UTC
           on  the 25th.  Primary  operating  band/mode will be  20 metres SSB
           (+/- 14243 kHz).The team (up to ten operators) will be transmitting
           1  kW and primarily be using  a pair of Log-periodic antennas aimed

LX       - The PA6Z  crew  will revisit  Luxembourg  from 30  September  to  7
           October. They will operate from Wiltz  as LX/PA6Z on 160-10  metres
           SSB, CW and PSK31. An experimental  station will be on the 136  kHz

OH0      - Reinaldo, YV5AMH of Aves  Island fame will  visit Finland and  sail
           out to Aland Islands for activity as OH0AM (QSL via home call) this
           coming weekend.  He will  be assisted  by OH1TX,  OH1NX, OH1XX  and
           OH2BH. [TNX OH2BH]
OX       - Dwayne, KD4POJ  will  spend eleven  months  in  Greenland  (NA-018)
           starting on 30 July. He plans to operate as OX3PG on most bands and
           modes and  to  participate in  contests  as  work  and  propagation

OZ       - OZ2TF, OZ5JR, OZ7KDJ and OZ9V will  operate as OZ8MW/P from  Anholt
           Island (EU-088) from 27  July to 1  August, IOTA Contest  included.
           Look for them  on 10, 15,  20, 40 and  80 metres CW  and SSB.  [TNX

P2       - Derek/G3KHZ, Hans/SM6CVX and Vincent/G0LMX will operate  (callsigns
           TBA) from the Trobriand Islands (OC-115)  on 2-10 October and  from
           Daru Island  (OC-153) on  11-14 October.  QSL direct  to G3KHZ  for
           OC-115 and SM6CVX for OC-153. [TNX IZ1CRR]
SP       - Special event station HF80GD will be active on all bands and  modes
           on 22-30 June  to celebrate  the 80th  anniversary of  the city  of
           Gdynia. QSL via SP2AVE. [TNX SP2DX]
SV5      - Dov, 4Z4DX will  operate on all  bands and modes  as SV5/M0DOV  and
           J45DOV from Rhodes, Dodecanese Islands (EU-001) on 15-20 July.  QSL
           via home call,  direct or bureau.  He also plans  to return to  the
           island in late  July for the  IOTA Contest, in  which he will  take
           part along with the local SX5P team. [TNX 4Z4DX]
SV9      - Bert, CX3AN reports  he will be  joining Theodoros, SV9/SV1EJD  and
           Fotis, SV9/SV1CIG  on  Crete  on 6-10  July;  he  will  operate  as
           SV9/CX3AN (QSL  via  home  call) with  100  watts  and  a  vertical
           antenna.
UR       - Slava/US7IGF,  Roman/UR7IJQ,   Alexandr/UR7IKV,  Roman/UY7IQ   will
           operate SSB  and CW  on 40-17  and 6  metres from  Blakitni  Island
           (BlL-01 for the Ukrainian Islands Award)  on 24 June. QSL via  home

VE       - Pete, VE3IKV  will be  active as  VF2X  from Prince  Edward  Island
           (NA-029) on 1-4 July and as VC2X from Iles de la Madeleine (NA-038)
           on 4-8 July. He plans to operate on  40 metres CW and 6 metres  SSB

VP5      - Tom,  K4ZGB  will  be  active  as  VP5/K4ZGB  from   Providenciales
           (NA-002), Turks &  Caicos Islands,  from 25  July to  1 August.  He
           plans to operate on all bands CW and SSB, and to participate in the

YJ       - Tommy, VK2IR reports  he will be  active as YJ0IR  from Vanuatu  on
           3-15 July. He plans to  operate on 80,  40, 20, 17,  15, 12 and  10
           metres SSB depending on conditions. QSL via W3HNK.
YV       - The Radio Club Venezolano will activate special call YW9AJ (QSL via
           YV5AJ) on 160-metres all modes from  Grid FJ67hm in the rare  Apure
           state from 29 June to 5  July, including an entry in the  Venezuela
           Independence Day Contest (1-2 July). On satellite they will operate
           as YV5SAT/9 (QSL via YV5SAT). [TNX YV5AJ]

3Y0X ---> A lecture with slideshow on the DXpedition to Peter I will be  held
at the Cankarjev Dom (Linhart Hall)  in Ljubljana, Slovenia at 19 local  time
on 19 June.  The speaker will  be 3Y0X  team member  Robert Lusnia  (SP5XVY),
while Vilko  Oblak  (S51XO) will  provide  the  simultaneous  interpretation.

40 METRES  (THE NETHERLANDS)  ---> Hans,  PB2T (VERON  IARU liaison  officer)
reports that effective 10 June amateur radio operators in the Netherlands are
allowed to use the  band 7100-7200 kHz  on a secundary  basis with a  maximum
power of 250 watts.

AMATEUR RADIO LICENSING IN SPAIN ---> The Spanish Government has approved new
amateur radio regulations which came into  force 10th of June 2006. The  most
important changes are:
*  The extinction of the three Spanish licences (General-EA, Restricted-EB and
   Novice-EC). All Spanish licensed have the  same privileges from now on,  so
   you will hear in all bands not only EA but also EB and EC stations.
*  All amateurs are allowed to use the 50-51 MHz band, including visitors from
   CEPT countries or others foreign amateurs with temporary licence, but there
   are geographical restrictions in the centre of Spain due to TV emissions.

ANTARCTICA AWARD AT FRIEDRICHSHAFEN ---> The Antarctica Award will be at  Ham
Radio 2006,  the most  important meeting  for  amateur radio  enthusiasts  in
Europe. Ric, DL2VFR and the Mediterraneo DX Club have organized an Antarctica
Award Field Check on 24 June at the ARI (Associazione Radioamatori  Italiani)

EUROPEAN PSK CLUB ---> Jurij Phunkner,  MM0DFV and a  few other amateurs  are
starting an  informal European  PSK Club  (EPC). Its  purpose is  to  promote
activity and good operating practice on the PSK mode(s) on all amateur bands.

II0ESA --->  All paper  logs  for last  year's  special operations  from  the
European Space Agency  have now been  imported electronically  and have  been

QSL RA9LI ---> Serge Abyshev, UA9LP  reports he is the  new QSL manager  from
Vasily, RA9LI.  This  includes Vasily's  operations  as RA9LI/9  (AS-083  and
AS-089), RA9LI/1 and RA9LI/mm.

QSL YI9DXX ---> Adam, KA1ZFE reports  he is the new  QSL manager for  YI9DXX.

QSL VIA AC7DX ---> Ron, AC7DX reports that he will now handles cards for T93X

QSL VIA RX3RC ---> Roman Novikov, RX3RC reports he is the new QSL manager for
5B4AHI, 5B4AHH, 5B4AGL, C4T, H2A and P3B, as well as for RK6YYA/0.

SERBIA ---> What will happen to  the DXCC status  of Serbia after  Montenegro
joins the ARRL DXCC list [425DXN 788]? The latest issue of The ARRL Letter (9
June) says  that  "the division  of  Serbia and  Montenegro  eliminates  what
remained of  Yugoslavia.  Serbia's parliament  this  week declared  Serbia  a
sovereign nation as heir to the former Serbia-Montenegro union. Assuming that
Serbia continues to hold its current  seat in the UN, it  will remain on  the
DXCC list as  a pre-existing and  continuing DXCC entity,  Wayne Mills,  N7NG
(ARRL Membership Services Manager) explained".

+ SILENT KEY + Russ, VE6VK reports  that Fred Carter, 3D2CC has passed  away.
For many years Fred was the only station active from Malolo Lai Lai (OC-121),
and had been QRT  since February 2004.  Russ still has  some blank cards  for
him, and will look after any outstanding QSLs (direct only). [TNX VE6VK]

+ SILENT KEY + Robert Schoettert, LX1RQ passed  away in late May at 47  years
of age. He was one of  the driving forces behind  the famous contest  station
LX5A.
